The Housing Authority of the City of Hartford
is looking for a
General Counsel and Chief Procurement Officer
Full time position with benefits. Competitive salary commensurate with experience.
Some Duties as General Counsel and Chief Procurement Officer Include:

Advises HACH on all legal matters relating to its real estate developments, operations and programs.

Interprets laws, regulations and court decisions.

Drafts, revises and edits contract documents.

Prepares and/or reviews HACH board resolutions and any other proposed legislation and prepares recommendations in connection with such resolutions or other legislation.

Assists with the preparation of specifications and scope of work for solicitations.

Interviews and confers with vendor representatives, staff, and other directors regarding specifications, purchases, price increases, and complaints.

Advises customers on the source selection process, including panels, scoring, and award recommendations (best value).

Reviews procurement and contracting activities, policies, and procedures to ensure compliance and conformity with applicable federal, state and local laws, rules and regulations that guide procurement activities.
Some Qualifications Include:

Juris Doctorate

In good standing and licensed to practice law in Connecticut.

Five (5) years of experience in public entity purchasing and contracting.

Ten (10) years of experience as an attorney advising public entities.

Expertise in HUD policies and procedures and a background in affordable housing and urban policy required.
