The Housing Authority of the City of Hartford is currently accepting applications for a full-time position with benefits.  Salary range will be based on experience.  This position is being advertised external simultaneously. 

Director of Human Resources

POSITION DEFINITION:  An important, highly responsible, confidential position under the direct supervision of the Executive Director and/or her designee, the Director of Human Resources is responsible for all aspects of the Authority's Human Resources functions including: day to day HR administration, benefits, employee relations, employment, labor relations, regulatory compliance, staffing, training and development, and overall development, implementation and oversight of the Authority’s HR policies and procedures.

ESSENTIONAL DUTIES:

  • Maintains current knowledge and understanding of regulations, industry trends, current practices, new developments and applicable laws regarding human resources; responsible for Federal, State and Regulatory compliance pertaining to HR functions and ensures policies, procedures, and reporting are in compliance.

·        Conducts recruitment efforts for all exempt and nonexempt personnel, and temporary employees.

·        Manages the hiring process including background checks, pre-employment drug testing, and job offers.

·        Processes all activities related to terminations including unemployment.  

·        Approves/denies and monitors all leaves including FMLA, workers comp, maternity and disability.

·        Directs and administers the Authority’s labor relations activities; Union contracts, negotiations and compliance,   grievance  processes etc.  Works with Labor attorney as needed on employee issues.

·        Serves as a resource to managers on performance and disciplinary issues and procedures; and administers activities related to terminations.

·        Administers all employee and retiree benefits programs (Medical, Dental, Vision, Life, Disability, COBRA, Workers Comp, HRA, Deferred Comp, Retirement); serves as liaison to broker and insurance company and acts as a resource directly to employees about benefits related questions and issues.  Processes all enrollments, terminations and other changes and balances monthly bills.

·        Acts as advisor on human resources issues to management and all levels of employees and responds to inquiries regarding HR policies, procedures and programs.  Ensure compliance and consistency in dealing with all employee relations matter.

·        Monitors and maintains the salary administration and performance evaluation system to ensure effectiveness, compliance, and equity within the Authority.

·        Identifies, develops, implements, evaluates and conducts training for all levels of employees; coordinates with outside vendors/consultants as needed.

·        Maintains all HR related records, systems and databases.

·        Maintains ADP Human Resources/Benefits (HRB) module and acts as liaison with payroll on all employee changes.

·        Participates as a member of the management team and partners with management in meeting their needs and the needs of the Agency.

·        Manages direct reports (HR Assistant and Receptionist).

·        Leads Human Resource initiatives as appropriate and performs other duties as assigned.

 

QUALIFICATIONS/ REQUIREMENTS:

  •   Bachelor’s degree and minimum five years of increasingly responsible generalist experience in human resources at the management level.  An equivalent combination of education and experience that provides the minimum level of qualifications will be considered.  PHR or SPHR a plus.
  • Thorough knowledge and understanding of HR related regulatory requirements that impact the Authority.
  • Ability to handle confidential information in an appropriate manner, work independently and part of a team, take initiative and multi task in a fast paced environment.
  • Excellent time management, organization, communication (written and verbal) and interpersonal skills; ability to work effectively with a diverse employee and client population. 
  • Must be computer literate and proficient in Microsoft Office; HRIS software; knowledge of ADP payroll and HRB preferred.
  •   Experienced in a union environment preferably in the public sector.
