Foreward  Section 5 (h) Homeownership Plan Manual for New Community

This manual is designed to assist the reader understand the scope of Hartford Housing Authority's 5 (h) Homeownership Plan for Charter Oak Terrace, Hartford, CT, and to comply with the Federal Regulations governing the approval of such a plan.

Realizing that the old Charter Oak Terrace did not work for most families, the Hartford Housing Authority decided to institute a dramatic new approach. The new approach was based on the principles that (1) self sufficiency derives from accepting responsibility and acknowledging that there are consequences of ones action; and (2) Ownership heightens that sense of responsibility.

In order to accomplish this reinvention of public housing, the Housing Authority submitted a 5 (h) Homeownership Plan to the United States Department of Housing and Urban Development on January 8, 1998 and updated that plan on March 27, 1998.

Based on these submissions, the United States Department of Housing and Urban Development approved the Plan on May 7, 1998. A copy of the approval letter. The approval letter requested a comprehensive document of the plan with all legal amendments and corrections developed in a manner that is clear and complete enough to serve as a working document for implementation, as well as a basis for HUD review (reference see 24 CFR, Part 906.4).

This manual, therefore, serves as the above mentioned comprehensive document which will govern the Charter Oak Terrace 5 (h) Homeownership Plan through the Campus of Learners concept.
