The Housing Authority of the City of Hartford (HACH) intends to enter into one or more development agreements based on a competitive process and is soliciting qualifications and proposals from qualified individuals, firms or development teams to undertake the redevelopment and revitalization of the Chester A. Bowles Park and Westbrook Village developments under solicitation #1700-13.
The subject developments are situated in the northwest area of Hartford in close proximity to the cities of Bloomfield and West Hartford. The properties are not contiguous and are distinct communities, each with particular strengths for redevelopment opportunities and uses.
The Westbrook Village property is an 80 building, 360 unit residential development situated on approximately 75 acres in the Upper Albany area of the City of Hartford. The Chester A. Bowles Park property is a 59 building, 410 unit residential development situated on 61.5 acres in the Blue Hills area of the City of Hartford (the “City”).
The properties and surrounding areas are key strategic points of entry into the City with a high priority for both HACH and the City. Additionally, the University of Hartford and the City of Hartford’s Public School System are making significant investments within the target community.
Interested parties are advised that proposers may elect to submit a proposal for the redevelopment of either one or both of the properties. HACH will select the proposal or proposals determined to be in its best interest and the best interest of the community.
Proposers must present and articulate a redevelopment concept that reintegrates the properties into the greater community, increases access to affordable and quality housing, and provides mixed use options for the community increasing employment, economic impact and additional community resources.
Proposers must clearly demonstrate the ability and experience to implement a comprehensive mixed-finance, mixed-income and mixed-use redevelopment plan for either one or both of the sites, consistent with the concept they are proposing and the experience to work collaboratively with the residents and other significant stakeholders impacted by the redevelopment program. Proposers must include a clear financing plan for securing all projected financial sources for the redevelopment including private,
Federal, state and local funds. The financing plan must define project sources (federal, state and private) as well as address, discuss and detail the timelines for securing such funding.
Proposers are encouraged to be creative in their redevelopment planning approach and should consider housing opportunities targeting households with a range of incomes necessary for a socially and economically sustainable community, as well as aappropriate non-residential uses critical to creating and sustaining a viable, vibrant and safe community in this important area of the City.
The redevelopment plan should consider non-residential development (commercial, professional and retail) opportunities for increased employment and services to the community including the neighborhood residents and institutional stakeholders.
A pre-submission meeting will be held for all potential proposers on May 9, 2013, at 12:00 PM., at the Housing Authority of the City of Hartford, 180 Overlook Terrace, Hartford, Connecticut to review the Solicitation for Qualifications and Proposals, HACH’s goals and expectations, and to tour the development sites.
